The medium-sized government is effectively ruled by the Department of Law & Order, with areas such as Religion & Spirituality and Social Welfare receiving almost no funds by comparison. The average income tax rate is 20%, but much higher for the wealthy. A substantial private sector is led by the Book Publishing industry, followed by Beef-Based Agriculture and Information Technology.

Crime is moderate, and the police force struggles against a lack of funding and a high mortality rate.

How can this be? why is it that a nation that is effectivly ruled by law and order need more funding put into law and order?

The way I'd interpret this is that Law and Order has become the nation's primary concern because of rampant crime. The police don't have it under control yet, and still don't have enough funding.
