Every time i try to load a custom flag it gets loaded etc. and i do everything the right way as I have done it before and it worked fine but after i load it, it stays as the flag i had before which is also a custom flag. i refresh the page and everything still a "no-go"

Just refresh it a couple more times. I've had the same problem. I just refresh until the new flag shows.

if your ISP uses a set of image caches, it could be that those caches are send that image to you nad ignoring the new one
it happened to me before :mad:
If you're using IE, hit Ctrl-F5; this forces IE to download a fresh version from the server
