my nation has been at 1.3+ billlion for weeks now and it isnt gettin any bigger it seems to be stuck...what can be done

You're currently at 1.359 billion. Is it possible that you've just been getting 5 million or so per day, so that growth just seems exceptionally slow? At 5 million per day, it would take a good 20 days to pop over 1.4, after all.
The other possibility is that you actually aren't growing at all (much, much rarer). If that is the case, moving to a different region for one update and then moving back should fix the problem, however I tend to doubt that's the case. I'd wait for a full 24 hours and check your population again. After the next update, it should be at 1.364 - 1.367 or so billion.

i don't get it...
Talimaka seems to be only 2/3 months old, how can it already have 1.359 billion?

I'm guessing that Talimaka ceased to exist and was then resurrected.
