What tags define the second paragraph, esp. government size?

I've seen plenty of governments which 'don't exist in the normal sense of the word,' as well as many small ones & medium sized ones, but I came across one that was a "sprawling, bureaucracy-choked morass." Which made me wonder, what exactly defines those tags in the second paragraph of the national description? Is it mostly economic freedoms versus restrictions?

i think its something to do with how much the government interfers (sp?) with the daily lives of your people

Well my nation is a corporate police state, but because everything I pass is then supposedly all the work of private enterprise, it 'doesn't exist in the normal sense of the word.' So that takes it back to the economic reasoning.

i think its something to do with how much the government interfers (sp?) with the daily lives of your people

And tax rate is probably a factor as well.
