How is population affected by decisions?

Recently, my region has had a debate, in the forming of a constitution, on representation. One member proposed the idea of having representation based on state population, which met with some obvious concerns. However, none of the member nations seem to no how population fluxuates, which is a prevalent question in this debate, and only recently was this fluxuation noticed. Consequently, I would be interested in all comments associated with population growth so as to inform my region properly.

nothing effects population, it grows bit by bit each day by its own accord and no issues, no amount of moves from regions etc etc change it

More specifically, once a nation reaches a certain size (20M or so, I believe), population grows by 5-8 million per day. The game randomly picks, which is why nations with the same birthday can have different populations.
