I had to clear out my cache to see my newly updated flag... reloading the page wouldn't work... does that mean others, or at least the ones that saw the original one, are not able to see my new flag?

Do you have broadband? if so, it may be that your ISP has cached the old flag in their cache server, and it keeps returning the old flag.
Give it a few days - it should repair itself when your ISP realises that you have a new flag
