friend cannot get un form in email

what should he do... we turned off all his privacy settings so he could get the un form in the email, but he never got it. he got a telegram telling him that he was accepted, but its just not in his email... any information would help

is he using hotmail?
I know from personal experience that they can be funny and weird about this type of thing

no i know he is using AOL, so its not hotmail... although he has re-submitted his email address a few times
