What determines a nation's industries?

I've started a few nations with the exact same initial responses, government type, etc., yet each nation started out with different sized private sectors, different industries, and different environmental protection. For example, one nation had a substantial private sector, had three leading industries, and environment wasn't mentioned, while another nation had a small private sector, one dominating industry, and a stunning environment.

So what determines the size and strength of industries, and environmental protection, when you start? Is it just random?

Also, what determines which industries will succeed or fail as you progress?

I think there's an element of randomness when you start, yes; I've noticed the same thing in some of my otherwise-identical puppets.

And for industries as you go along, those are determined by issues - bulldoze your forests to mine Uranium a lot and get that as a main industry - banning harry potter makes book publishing go down - same cars and automobile manufactoring... that sort of thing.
