Endorsements = Votes?

Do you get the same number of votes in the UN as you have endorsements in your region, even if you are not area delegate.

If not, what if two people have the same number of endorsements? Do they both get that many votes or do they get only their usual one.

No, only Delegates get extra votes. All other UN members get one vote, regardless of endorsements.

Whoever is Delegate will get the extra votes. Only Delegates get extra votes.

As far as I know, the person who reached that number of endorsements first gets the delegacy (I'm not sure what happens if two people reach it just before the same update).

The person who has been in the region longest gets it.
