When I go to the list of proposals there doesn't appear to be any way for me to register my approval. I have 4 endorsements and I am a member of the UN. Am I missing something?
To approve a proposal you must be a UN delegate. Read the UN section of the FAQ.

Yes... but you don't have to be a UN member to submit issues.
