Resolution Passings and Failures

While I know that the issue of repealing resolutions is difficult, I was wondering if perhaps making resolutions harder to pass would be easier.

As in the case of the recent ENPA resolution, where a slim margin could have passed the resolution either way, is it possible to add to the gameplay mechanics so that such resolutions do not pass.

Im not sure what a good number would be to separate a passing and a losing resolution, but something about a difference of 1000 votes would be fair I think.

Couldn't we have some kind of counter-proposal thing, where you can make the opposite type of proposal and referance it to the one you want to talk about repealing?

Well a counter-proposal would be good I think, before it reaches queue.

After voting begins though, I dont think it would be good.
