Could someone please tell me the time (GMT) that Nation States refreshes and resets?

There's two updates... a minor one (gives you second issue if on 2/day, nations/regions expire) that starts around 11 pm GMT and the major one (delegates change, another issue, nations/regions expire) around 9 AM. They both last for a while.
