Just click on the nation you want to send a telegram to, there's a box at the bottom to enter text and a button that says "send telegram".

On the subject of tlegrams, couldn't the system be changed so that A) the telegram link appears on evey page and B) it is slightly diffrne tand only tells me how many are unread.

Yes I would agree with A), but some people have a short memory and forget about somethings, ie. telegrams.
