I've had the "when (animals) attack" issue, yet now I received it as a new issue...Is it possible one receives the same issue twice?

I believe so. Since the issues you get are determined partially by chance (they're also determined by what kind of nation you are) there is a possibility that you will get the same issue twice. I have also had the same issue twice before, I dont think its anything to worry about
