Regions without founders at all

I have noticed that some regions dont have any founder at all, and look like the pacific' interface (ie just the delegate), usually this is the real world themed ones (as I seem to remember)
anyway I was wondering why is this?
The only reason I can think of is that when the game was created, these regions were put in by the coders but werent made feeder regions.

Regions without any founder listed at all either:
1- were created before the founder feature was implemented in the game. It used to be that none of the regions had a founder.
2- had their listed founder removed through mod action, for whatever reason.

Just to note: Some older regions (eg. mine) had a founder appointed by the mods, this feature is no longer available though. So dont think all regions with founders are new

it must of taken a huge reason to remove the founder, unless it was deleted, in which case it would only have the founders name with no link.
The only reason Ican think of is if we wanted to usurp a region for use as a warzone.

Imperial Europe used to have a founder, which is now under a DoS order. The reference of that nation's foundership has been removed from the region page.
Another example (which doesn't apply in the case above) is that following a griefing / recreation, the new founder is also removed from the region, though then the region is simply brought back to its former state.

Another example that I can think of is when several of the Frith regions' founders' passwords were hijacked, and Reppy "stripped the nations of foundership" while it was being investigated.
