I note that delegates are not only voting for both sides of the current resolution, some (The Avenging Angel is an example) are voting twice for the same side of the resolution but not once on the other. Would someone like to explain then?
Hmmm... I think this is because of the way the UN works. Things will be updated before the proposal passes. If you check endorsement levels for the Pacific delegates, you'll see incongruency there as well.
