The Dominion of Toneor is...notable for its complete absence of social welfare.

The latter quote is, of course, the result of selecting the social welfare option in the "budget time" issue. I have selected this the last three times that issue has come up, and yet the "complete absence..." statement remains, except when my tax-rate rises high enough to merit the "punitive income tax" description instead.
It seems that making that selection for the "budget time" issue should eliminate the "complete absence" statement, as implementing a social welfare program renders it false. (By the way, what does cause that statement, anyway, if it's not the budget issue?)
