Same population, no issue warning, no telegram link!
Yesterday, 5/17, I had a population of 800 million
Today, 5/18, I have a population of 800 million
My new region doesn't have it's UN report. The Delegate hasn't been delegated yet.
I found an issue in my issue place. But my index page did not show me any issue notification at all.
I'm not even sure if I have telegrams to address.
Is this a problem? A bug? A side-effect of the Jolt migration?

Please ignore the stuff mentioned above... Seriously. You MAY have a cache problem, but you haven't said anything that makes this certain to me. Most of what you say can be easily explained:
In region Moral Capitalists Unite:

Your new region looks like it was created just as the system was in the process of doing its 'major update'. This is when all regions get a new UN report. This update runs every 24 hours, and your new region just missed that update. In a few hours the next major update wil start, take a few hours to run through all regions, and your region should update as normal. This includes getting population growth for the nations in it as well. When moving regions it is possible for a nation to skip an update entirely. It looks to me this is what happened here.
There's also a 'minor update' which also runs every 24 hours. Issues are handed out (and previously decided upon ones implemented) during that update depending on your nations Settings.
As far as the 'spam' is concerned (looking at your region), please be aware that no Founder can set rules which overrule the Terms of Service for this site. In other words, spamming remains a ToS violation regardless whether or not the region Founder condones it.
