How do I get endorsements? Also can you give someone a endorsement if they give you one?

Just click on someone's nation (you have to be a UN member and so do they), and at the bottom you'll find a link to "add your endorsement" - you can endorse as many nations as you would like.
To get endorsements, you just have to ask other UN nations for them. Politely. Without spamming. It's fairly easy if done well.
Technically though, you must both be in the same region to endorse one another. So you and who ever you endorse or who endorses you must co-habit the same region.
