My fellow region-players and I have begun to notice that our various scales (Civil Rights, Economy, Political Freedoms) haven't budged in the past few weeks, no matter what we do issue-wise. I've waited this long to make sure it wasn't a fluke; at this point, some of us are exasperated and are beginning to express disinterest in a game that never changes.

Are we being hit by a bug, or do nations which have grown larger (myself and the other most-active player just passed 500 million) find it extremely difficult to move up/down even one notch on the various scales?

As your nation's get older, issues affect your nation less and less. I was a benevolent dictatorship for months.. and just today I changed. It takes time. I have heard that there is a point at which your nation no longer changes, but that's probably not the case. Just wait.

Like Enodia mentioned, it gets very difficult to affect changes as the nation grows. This has nothing to do with your population, however. Since most of the values in the game are open ended as you answer questions you tend to drive the values to extremes (high or low), thus making it take a long time to make a visible change.

However, it is possible. I've changed billion-plus nations dramatrically before, it just takes a lot of work.
