I have recieved the same issue: "Should democracy be compulsory" twice. I am simply dismissing the second occurence because I don't want it to affect my standings.

You'll get many issues again. And again and again and again. As you are a relatively new nation, you'll only be getting the original issues (the first 30 or so), after which you'll start getting the player-created issues.

I believe player-created issues kick in only after the nations is a few months old.

Newly created nations will receive the "original" issues that I wrote for the first couple of weeks of their life, and thereafter qualify for new, player-submitted, moderator-edited issues
Weeks, not months, don't scare them ;)
