I left my region, then returned. All of my endorsements were gone, but the endorsements i left for others remained? I had 11 and returned 10 minutes later with 0. Everyone i had previously endorsed kept their endorsement from me, now i will lose the delgacy?
Well, at the moment the game is updating. What probably happened was you moved to a region, it got updated, and you lost all your endorsements. However, your home region hadn't been updated yet so when you moved back others still had their endorsements (and will keep them unless you leave the region again before your home region updates).

Updates occur per region.
The other region you were in went through a system update as you were in it. The system observed that the nations who were endorsing you were not in the region with you and wiped them all away as being no longer valid.
Your 'home region' wasn't updated at the same time, so the nations in there maintained the endorsements you gave them.
The next time your home region is updated by the system, the nation with the most endorsements will become delegate. This may not be you, depending on whether or not you'll be able to get those endorsements back in time.
Delegates should be very careful in when they move around, if at all. It's probably best to use a puppet nation to visit other regions, just to be sure no accidents happen.
