When Uploading Flags I have to make them very tiny to go below 6K.
When I go to 'post to web' the k is very low. But when I click 'save' it goes right back up. How do I make my flag get down to 6K without 60 dpi & 1 inch wide? I have printed out 'How I Do It'. Followed. Can't find that section again to see if there are other directions.

First of all, it is actually closer to 5.6k (because of differences in the way the server stores files compared to how your ccomputer likely stores them).

Secondly, more information would be useful. Since I am not sure what program you are using, I can't tell you exactly what needs to be done. However, here is the reason the file keeps growing: when you save it using the standard "Save" feature, most likely additional things (such as icons) are being stored in the file, adding more size to the file. Also, it may be saving at a higher quality then the "Post to web' (never heard that option before) calculates th size based on.

Try looking for a "save" button in the "post to web" screen on whatever program you are using.
