Do all nations grow at a set %, or is it influenced by the way you run your nation?

It's set. For the first few days you grow 1 million per day, then 2 million for a few, and so on until you start growing 6m a day and you're up around 80-120 million total. (someone else can probably provide more exact numbers) After that you get a random boost of five to eight million each day.
Issues don't affect population.
