What is the purpose of endorsing or being endorsed by someone?
Endorsements are used to vote for a UN delegate. You can only endorse a nation in your region and only if you and the target nation are in the UN. Read the faq

Any nation with two endorsements can submit a proposal for a resolution to the United Nations Council of Regional Delegates - which means if something like 160 delegates approve it, it becomes a resolution to be voted on by every member of the UN in NationStates.
If you have the most endorsements in your region, you become the UN regional delegate at some time between 8 and 11am GMT at the next UN update to which you received most endorsements.
Finally, endorsements can serve as a marker of how respected you are in a given region, how active you are, how much of a pernicious endorsement-swapper you are and a host of other rather more insubstantial things.
It is the policy of the Allied States of EuroIslanders that every UN member of the ASE have two endorsements or more, so that all are entitled to submit proposals to the UNCRD.

Don't endorse loads of people in your region, it's kind of annoying, not illegal but annoying, it's called endorsement swapping.
