I have found a region that has no founder.
Is it possible to take over this position?If so....

A while ago, Regional Founders didn't exist, so regions created before Regional Founders existed don't have one.
Mods only appoint Founders in exceptional circumstances, like Europe because of its large size.
Not done except in very rare cases any more.
You would a very large region and an exceptional justification to do so.
