Forgive me for flogging a dead horse, but perhaps this can be arranged? The idea is similar to telegram blocking in the effect.
My vision is like this:
You get an issue. Let's call this hypothetical issue 'X'. You dislike issue 'X', so you dismiss it. After that, you'd get an option to permanently dismiss the issue. You'd never see it again.
Under the issue set, there would be a checklist that tells you what issues you have banned, and enable you to unban them. I think that at the start, you'd be able to permanently dismiss 5 issues.
