you can file a request through the getting help page (http://www.nationstates.net/cgi-bin/index.cgi/page=help) asking for your nation to be revived.
all you have to do is give the name ;)
Firstly, this is the wrong forum. 'Moderation' is for moderator requests.
Secondly, as Crazy Girl said, please use the Getting Help page :)
