Ok, can someone please explain how these work? As of now I have it set so that I am supposed to receive 2 issues a week-day. What's the difference between 2 issues a day, and two issues a week-day? Also, how long is it supposed to take for new legislation to go into effect?

Two issues a day - you will receive one issue in the morning and one issue in the evening every day.
Two issues a weekday - you will receive one issue in the morning and one issue in the evening every day except Saturday and Sunday.
Issues will go into effect when you get a new issue.
