1. What does 'basket case' mean when referring to my economy?
2. Is there a 'Communist' UN category?
3. If not, is it possible for an Issue to bring a new category into being?

Basket Case is very bad. There was a list of all the rankings posted somewhere, I'll try and find it for you.

No.
3. If not, is it possible for an Issue to bring a new category into being?
By that do you mean create a new category (example, one that doesn't exist like communist) or do you mean change your current UN Cateogry status (example, change from benevolent dictatorship to Capitalizt)?
a) No, you cannot create a new category.
b) Yes, that's the point of the issues, to shape your nation.
