Some people think I am a puppet of some ex-nation I never heard about. If I ask for an IP check, will it work with an ex-nation or do IP checks only work when compared against current nations?

Well, you do line up with a certain "Homer Simpson1987 [Anonymous/Ex-nation]". However, it's likely that you're just in the same proxy group/server farm.
