I don't know exactly all the stuff on here, but how do I get an army and how do I declare war?

It is all roleplay, depending on how old you nation is you may not want to set too high a percentage of your population in your army, if it is not compulsory. And, seriously, the first RP you want to do is seriously, not go to war. Read the stickies [at the top of the page] in Tech, Mod, International Inc, Gameplay and NationStates forums, and you should be on your way.
EDIT: one more thing, looking at your posts, please only advertise your region in Gameplay; most people dont like their threads spammed up. General, meanwhile, is for totally OFF TOPIC, OOC discussion, so dont post anything about regions, or wars, there.
