How does one determine what amount of military force one has, and other outside the formal game things?

Any information on calculating the national budget, and what percentage can be used for military purposes, would be extremely helpful and apprecuiated.

an idea if any moderator is reading this is to just check the source code of the sites that have these GDP calculators and make one specially for NationStates basically an official one and put the link next to the dossier one or wherever so that new people don't need to find out second hand by searching for several days in the forums. This process would take 5-10 minutes maybe 20 at the most to create and save the hassle of people answering the same question for new people.

I would be wary of the Military calculator
I just attempted to use it and Something on the site it is hosted on attempted to download an Executable file to my computer.

Im not making any accusations as it was probably one of the ads.
Just be wary.

Something like that happened to me....but the pop up blocker blocked it...
