What happens if the region creator is cancelled from NS due to inactivity? Does the region go with him? If not who gets control of the region if the UN representative doesn't have control by default? I only ask this because my region creator has been inactive for 17 days and 28 is fast approaching.

The region stays active. Either everyone can move to an agreed-upon region, or in some cases the mods appoint one.
Waiting for mod ruling may be a good idea, though...
