My nation appears to be renowned for is anti business politics while having a pro business government while at the same time private enterprise is illegal.

It means your government has control of a number of corperations, the government itself is pro-bussiness. State-owned bussiness is ok.
But noone is allowed to start his own corporation, so it is also against private enterprise.
Thats how i see it.
There are lots of contradctions (although Shinwari gave a decent enough explenation for this one) that can appear in the spotlight because of the way the game is written.
