Although I think I made some decicions the last few days who would definetly change it!

There's actually a pretty complex forumula used to figure out your ranking. It's much more than what your three main categories (Civil Rights, Economy, Political Freedoms) say.
As long as your nation is processing issues (in other words, they don't say 'Legislation Pending' for days) the "guts" of your nation is indeed changing, even if it isn't particularly visible.
So when does it become visible?
