If two people have an equal number of endorsements, who becomes delegate?
If one of them is the founder does that make a difference?

Ok, if there is a sitting delegate, he remains, his challenger has to have one vote more to take over.
as for no delegate, and two people with equal endorsements Im not too sure.
I dont think Foundership makes a difference,

What happens when there is a tie for the UN delegate position?
Depending on the situation, the game uses one of two proccesses to determine who the new UN delegate will be.
1) If the current UN delegate is one of the people involved in the tie, then they retain delegateship. You have to beat the current delegate to become delegate of a region.
2) If the current UN delegate is not involved in the tie (or there is no current delegate) then whichever nation has been in the region longest will win the tie. (by Naleth)

When do the updates run? What do they do? How long do they take to complete?
There are two update times, which (regardless of any official terms) I call the "UN Update" and the "Off-hand Update." During both updates, any issue choices made by your nation are processed, UN Delegate powers can be granted (not 100% sure about this - Sal?), and for nations set to two issues per day (or per weekday), an issue is placed in there issue box. Extra things happen only during only the UN Update. As you may guess, these things have to do with the UN. First off, the delegateship plate (UN Memeber/UN Delegate under your name) can only change hands during this time. Additionally, at the end of the update, all UN matters are proccessed. This means that all proposals slated to expire that day expire, it either passes or fails at the end of the update. One final thing that happens is that the UN rankings are updated during the update (as it cycles through the regions) and the new list is posted at the very end of the update. If the resolution at vote ends that day, though, votoing ends during the offhand update, not the UN.
Update times:
UN: ~1PM PST - ~4:00PST in my experiance - Exact ending time is variable, but can be verified by the new UN Rankings being published.
Offhand: Ends at ~5PM EST
