I think it should be possible for a group of countries to form a union (like the EU), within which there could be certain Union laws, maybe you could have proposals, like the UN. Maybe you could even have a union currency?

This is essentially what a region is. Nations are free to do all those things in roleplay, but I guarantee they won't be built into NS. You could look at the NS2 forum to see if they've been discussed yet.
