Please look at my nations (http://www.nationstates.net/cgi-bin/index.cgi/target=display_nation/nation=catholic_europe) description.
It has a fault in it where it says:
"with Healthcare and receiving almost no funds by comparison".

Because it would involve completely rewriting the code for the game.
