What's the deal with this?

The Empire of HotRodia II is a huge, socially progressive nation, notable for its absence of drug laws. Its hard-nosed, hard-working, intelligent population of 298 million live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense the word; however, a small group of community-minded, corrupt, liberal, pro-business individuals is mainly concerned with Religion & Spirituality, although Law & Order and Public Transport are on the agenda. Income tax is unheard of. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Gambling.

The government has cut its subsidies for all special interest groups, citizens must pay to enjoy HotRodia II's pristine beaches, computer users are buried daily in thousands of unsolicited emails, and only the rich can afford the latest medical innovations. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. HotRodia II's national animal is the enchilada, which is also the nation's favorite main course, and its currency is the cerveza.

This is a direct contradiction. Somehow I have private enterprise outlawed, despite the fact that I let the private sector do everything. Can someone explain this?

When you first created your nation, you chose anti-business responses to the questions. As a result, private enterprise will forever be illegal.

No I didn't, I answered the questions to reflect the fact that this nation was to be an Anarchy. I was very pro-business even in my initial stage of creating this nation.

You probably got caught in the trap that many others have and misread 'Corporations do more good for society than harm' or 'Capitalism is on the way out.'

Pretty much, Myrth.

"Private enterprise is illegal" is from the original 10 questions. Kind of like how I still am renown for my "compulsory military service", even though I don't choose that option.

Nope, I answered the former with a 'strongly agree' and the latter with a 'strongly disagree'. Unless I just accidentally clicked on the wrong box, (which is possible, though I doubt it).
