A pro-business govt with anti-business politics

The Free Federal Tribe League of Zachnia is a massive, socially progressive nation, notable for its strong anti-business politics. Its compassionate, hard-working, intelligent population of 1.139 billion are either ruled by a small, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

The medium-sized, pro-business government concentrates mainly on the Environment, although Social Equality and Religion & Spirituality are on the agenda. Citizens pay a flat income tax of 10%.

Well, first off, I thought this was amusing. But more importantly, why has this happened? Why didn't my "notable for strong, anti-business politics" go away when the "pro-business goverfnment" appear?

Sometimes this happens do to the effects of an issue choice, because not all the bugs are worked out, yet.

It's because when you first created your nation, you chose anti-business options to the questions; as shown by 'Private enterprise is illegal.'
The opening line of the first paragraph rotates a few descriptions, which you can see if you refresh. The anti-business one seems to be extremely hard to shake off through issue choices.
The second paragraph is directly related to your issues, so in your issues you've been choosing pro-business options.

Oh, and this is not likely to be fixed because it would require some fairly serious re-writing of the underlying code.

Probably because you squandered the tax payers money on others economic losses, which is stupid and at the same time attack the private sector (also stupid).
