I heard a rumour that the forums were being moved to something called "Jolt". Was is that, and what will it mean for these forums?

Jolt is a UK-based server.

The rumors are true, and it will mean a slightly different look for users, but the core essentials of the game will be the same. Except that you'll actually be able to log on.

Will it mean that the forums will be more "viewable"? (I'm refeering to the server overload problem that forces it to go offline sometimes)
