Question about today's UN rankings.
I was noticing today that with today's UN rankings (The average income tax) that there are a lot fo ties, expecially between 100% and income tax being "unheard of" What is the tie breaker? Becasue a whole lot are 100%, but why are some higher than others?

It is currently non-deterministic.
There must be some order... look at the rankings for Europe.
All the nations with 100% tax are in sequential order in the world and puppets are grouped together.

It is very possibly by length of time within the region (same as Delegate), but world-wide, I'm not sure. It could be by region . . . It's a tough one.

I had the oldest of my puppets being first, the oldest second, and me third. I don't think age is an issue. We all have 100%. Our Political Freedoms are Good, Average, and Outlawed respectfully. Our Civil Rights are Excellent, Very Good, and Very Good respectfully. I think that the PF and/or CR do affect the ranking, even though SS says no. Mine are ranked with the one with the best PF and CR being first, second best second and third third.
In one of my puppet's regions, the top ten (all with 100% tax) were in sequential order 7,222nd to 7,231st. So regions must come into the order somehow.
It is very possibly by length of time within the region (same as Delegate), but world-wide, I'm not sure. It could be by region . . . It's a tough one.
It would be interesting to know how the game processes tie-breakers.

Computers may behave unexpectedly and/or be difficult to comprehend, but that's not quite the same as non-determinism ;)
Hint: an order can be recognized if one has some experience in ordering the relevant items that way.

There are times when they are. The oldest code for UNDelegate was pretty close to non-deterministic as it was sort-algorithm dependant and was (thus) highly dependant upon starting conditions. Reproducible? Yes. But that's about it (ok, so this doesn't match the exact definition of non-deterministic, but it's close enough for me, here).
