nation not getting all issues

my nation is old and it is not getting all the issues, i have another nation that gets issues that allow me to change it to a dictatorship, but the nation animal is not recieving those issues, so i am not able to change its status

No one nation can qualify for all the issues at any given time. It could be that Animal doesn't qualify for the same issues as the other nation, so you don't get it.

this has been going on for a long time, and from what i understand all nations get the issues for changing to a dictatorship

Well, aside from "choose the most dictorial option" it can be done in suprising ways.
Now that we have the new issues it's fairly easy.
"Diving for @@CURRENCY@@" if you get it for example, crashes your politcal freedoms. If you get a new issue that seems to have a pro-market slant, chose the ant-market option. I've noticed accidentally that it tends to work.
Keep in mind though that the larger the nation is, the harder it is to change stats. For example after about 100 million, an Imploded economy is utterly imposible to raise (Or so Enodia says, and he's one of the oldest and most experienced mods).
