How high a population do you need in order to be allowed a personalised prefix to your nation?

I read it somewhere when i had only just started on here but have not managed to find it ever since, is anyone able to help?

When your population hits 500 million you will have a text input box instead of a drop down menu.

Keep in mind that charecter count is limited to 28 on the pretitles, which I found rather disapointing at first. Of course, it allows the mods to make it very clear which their official puppets are that way.
