I am planning on joining the UN. However, one of my other nations was in the UN. How long should I wait before joining to avoid reading as a multi?

You don't have to wait at all. I regularly resign a nation and join another one an instant later.
One UN update is enough.
So when the game next updates (You'll see lots of nations ceasing to exist on the UN happenings page) it is safe to join it with your other nation.
