I,m new here and would like to know what "regional control" is and how it works.
Could someone please explain

Founders, and if the founder allows it, delegates, can control certain aspects of the region. They can change the World Factbook entry, eject and/or ban members of the region, and password the region.

To be even more specific, A founder starts a region and always has regional control. They can leave the region and still have control of the region. This means thay can eject/ban nations, and also unban nations. They can change the World Factbook Entry and password as mentioned. They can also allow the delegate to have regional control. The delegate has the most endorsements in the region and thus gets the postition, and if the founder feels like it regional control.

Now, if a region's founder is deleted, then the delegate automatically gets regional control.

Actually, it's only if the founder is not in the region. A region with a live founder in another region still has delegate access enabled no matter what (although the founder still has access to the regional controls).
