Ok, I've seen a lot of posts talking about buying and selling weapons, training troops, things like that; but I thought there was no war on here, so y would you need this stuff? Also, how do you get cash and see how much you got and use it?

Basically, some players *not me particularly* RP, RolePlay. This means they pretend to have wars or fight and they do this with words.
i.e. You could have 2 nations decide to fight, they would calculate their troops by their economy and nation size. Then, they would RolePlay, talk it out, the battle(s).
As to posting and getting cash, that is bogus. You can calculate how much money your nation has with a GDP calculator. There is one in the Int. Incidents section I think.
