Does anyone know what if any adjective describes a nation's high or low state of public apathy in the Nation Spotlight? Thanks in advance.

I'm not exactly sure what you're asking.
Quick investigation reveals:
Among the top 5 nations for todays ranking, there isn't one adjective they all have. I'd assume that there is no adjective for political apathy, then. If regular apathy is a seperate stat, then I'd guess some of it's descriptors are: hard-nosed/cynical (for low) and compasionate (for high), although they might be for something else like happiness.
