I had a former nation (it got deleted because my internet died for a month and a half) in the UN. I'd really like to join it again, but if I use the same email address in another UN application, will my account get frozen?
If the other nation is deleted already, then no. If you want that nation back, you can vist the Getting Help page a request it to be revived. But for now, you can join the UN on his nation, because since that other nation doesn't exist, it is therefore not in the UN.

And incidentally, nations that are revived are automatically removed from the UN.
